I don't think it's normal. I think you should try to modify his behavior first, by not allowing him to hurt the dog and supervising all his interaction with it.
When you're with him, show him many times how to properly treat and pet an animal. See if he changes with intensive work. If not, take him to a therapist for help. He should be old enough to start understanding about hurting other people and animals, and if he's not getting that, it's not good. Make sure to keep the dog away from him unless you are directly supervising. He could be making the dog mean, and the dog might lash out and hurt him.
